Add a section for "Billing Notes" seperate from Invoice note

Notes get lengthy, and it's very difficult to see all of it in this tiny box when there is so much wasted space next to it.  It would also be very helpful if when someone makes notes, the notes stayed in chronological order being the newest note at the top and oldest at the bottom.
