Inactive patients included in reports

Why are inactive patients being included in reports? I ran our MU report and a diagnosis report and right away found a deceased patient. I checked, and he was deactivated. Should this not exclude him from reports?

I believe it only locks inactive patients out of recall reporting, but I could be mistaken
